Possible, but there are a lot of good existing tools available such as virtaal. The benefit of using standalone tools is that you can also use them to translate your own Lazarus applications.

I would rather see an easy online fpdoc editor so that fpc and Lazarus help can be improved by more people and more quickly.

Edit: clarification

You could also try this online software for translations http://poeditor.com/. It works quite nicely with po, pot, strings, xml or resx files and many translators can join the project.

I tested web server poeditor.com and Pootle and truth.
Pootle is much more efficient and easy to use. 8-)

I advise you to talk to people from Pootle to include the issue of translation of Lazarus in his official server (http://pootle.locamotion.org), already have several projects. For example, filezilla, Pigdin, wordpress, Virtaal and more.

Here Offered to host projects (http://translate.sourceforge.net/wiki/pootle/official_server) :D

I think a change would boost the popularity of lazarus as many more people would come.

We could include all the translations and that users were gradually translating

We must look forward. :D

I would advise you to find out how this process would work so you can propose specific steps to be taken/decided on.

The pootle server presumably needs .po files from Lazarus? After that, you would have to convince the people in charge of the SVN server to automatically accept .pos from Pootle (or how would that work, exactly, maybe Pootle uses diffs?)?

If Pootle just spits out updated .po files, there's no permission to ask - you can just upload the Lazarus .pos yourself (specifying the correct license) and start translating yourself!
