Toolbar.buttonWidth<=23

How to set toolbutton width less then 23?
I have tryed Toolbar.buttonWidth:=1 but toolbutton's width stay 23. But if Toolbar.buttonWidth:=24 or more it causes toolbutton's width 24 or more, so it's right.
Why? Is 23  some built-in number?
